How can I revive my aloe vera plant? Its older leaves have withered and dried out.

It might be over crowded in that pot. Try repotting. Check the roots for any brown/mushy/smelly roots that need to be removed. Looks like you have more than one plant in that pot so you could divide it into two separate pots. Trim off any dead leaves. The plant will use all of its energy trying to repair them. They won’t recover.
I think it is natural for the older leaves to die mine dose that too I would recommend removing the completely dead leaves and separate the aloe
