The little white dots look like aphids. They can be white or light green and you can see them walking around the leaves. If there are webs along the stem or under the leaves it is spider mites. For either one you need to keep the plant far away from any other plants because the bugs can spread easily and kill everything. You can try spraying with neem oil. Hope this helps.
