powdery mildew on apple tree?
I have an apple tree with some white powdery coverage as shown in the attached photos. Wondering if this is powdery mildew. Also see several of the insects seen in the photo. Any advice on actions needed?

It’s mealy bugs and here are the steps needed to get rid of them
