They appear to be mealybugs. If the white dots are fuzzy, cotton-like sacs, you can be sure you have them. If the dots are eggsacs, you will probably find a mother mealybug which is bigger than the sacs. Google “mealybugs” and you will see what they look like. If you have mealybugs, crush them with your fingers and then apply a solution of 1/8th rubbing alcohol, 7/8ths water, and a few squirts of dish soap. This will cause the bugs to dry out fatally.
Becuase Bugs Dry out easily and causes soap washing plants!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
The plant is affected by pests. Treat it with an insecticide solution
