My Citronella plant doesn’t smell like Citronella?!

What am I doing wrong? The plant is full and healthy looking, its taken a long time to grow (maybe 2 months or so) but when I pick the leaves and activate them, they smell like nothing at all!

If it looks a little welted, its because it was very hot today in NY while I was not home.

Maybe its the flowers that cause the fragrance?

If i happen to brush up against the leaves, mine tends to smell of lemon for a bit.
