Dry leaves or stems usually mean lack of water or inconsistent watering I think I would put a drip pan underneath her and I would water her heavily and give it a few days. If the water is sitting in the drip pan, I would dump it out. Nobody likes wet feet English lavender doesnt like wet feet

Also trim the dead stems off for new growth
