Is this thing supposed to be growing out of it?! Looks like something from a dr. Seuss book lol

Yep! It happens every once in awhile.
Yes those are blooms succulents bloom flowers once finished you can cut them off, flowers sometimes uses energy in succulents but they are pretty to look at
