These are water bamboo. Not crazy about soil. That stem is dying and may infect the others.
I’ve had better experience when my bamboos are in a thing of water. I put them in a water holding pot, fill it with water and put some gravel on top. I make sure that I can always see the water through the gravel. Good luck!
