Hard to tell from the pictures and you may need a magnifying glass. They could be spider mites, thrips, or leaf miners. All common to the tomato plant. If it were me, I would figure out what they were and use a beneficial predator insect (look at DMV Beneficials for guidance and instruction). I had a huge spider mite infestation and there predator mites killed them all in a week!
