is this a symptom of root rot? if yes, what do I do?

Help! Just rescued this guy from the nursery 3 days ago- terrible condition. Im trying to nurse him back to health, but Ive owned plants for less than a month, and am coming up empty. Hes been reported twice this week- once for a better pot and once to treat mealybugs- so I dont want to stress him out more. That said, I dont want to let a disease spread. What should I do? Thanks!

Im no expert but just from looking at the soil in the pictures. I dont think its even possible for that plant to have root rot it looks extremely dry to me. im not saying drown it. Im saying water it thoroughly and give it some bright indirect light for some growth & strength to fight off the baddies
